Kuwait calls for global coordination on repatriation and rehabilitation from conflict zones
Al-Mashaan highlights Kuwait’s commitment to global peace and security and noted the country’s distinguished record in combating terrorism and its continuous efforts to strengthen national capabilities in alignment with international initiatives, underscores Kuwait’s active role in the international coalition against ISIS, including chairing the coalition’s working group to prevent the flow of foreign terrorist fighters.

Assistant Foreign Minister for Development and International Cooperation, Ambassador Hamad Al-Mashaan, spoke of the urgent need for enhanced international coordination to develop sustainable strategies for the reintegration and rehabilitation of individuals residing in camps and detention centers in conflict zones.
He said a unified global approach is essential to protect human rights and promote security and stability worldwide.
Ambassador Al-Mashaan said this in his remarks to a high-level international conference on the repatriation of persons from camps and detention centers in conflict zones.
The event, organized by the government of Iraq with support from the United Nations Office of Counter-Terrorism, was held on the sidelines of the high-level week of the 80th session of the United Nations General Assembly.
Highlighting Kuwait’s commitment to global peace and security, Al-Mashaan noted the country’s distinguished record in combating terrorism and its continuous efforts to strengthen national capabilities in alignment with international initiatives.
He underscored Kuwait’s active role in the international coalition against ISIS, including chairing the coalition’s working group to prevent the flow of foreign terrorist fighters.
Since 2019, he said, Kuwait has facilitated the secure transfer of over 500 fighters and their family members in coordination with the United States, with ongoing requests from other nations.
The Ambassador drew attention to the humanitarian challenges in camps such as Al-Roj and Al-Hawl, which host over 60,000 people, mostly women and children.
He warned that these conditions could become critical if the international community does not act promptly to address the situation. Al-Mishaan urged accelerated repatriation efforts, coupled with comprehensive rehabilitation programs that include education, psychological support, and social reintegration.
Finally, Al-Mashaan emphasized the importance of ensuring accountability, calling for the prosecution of foreign fighters in line with UN Security Council Resolutions 2178 and 2396 and stressed that coordinated international action is crucial to prevent future security threats while providing affected individuals the support necessary to reintegrate into society.
