Kuwait announces 70–30 rule for government staff evaluations

The Civil Service Bureau explained that the evaluation mechanism is based on three points: 70% productivity and 30% discipline, defining ten core job duties, and linking them to approved criteria for accurate assessments.

  • The grades assigned to job duties will be tied to evaluation factors, and the Civil Service Council has adopted guidelines setting criteria for employee performance to qualify for the “excellent” bonus.

The Civil Service Bureau, through its Administrative Development Sector and Human Development Center, held a workshop for supervisory staff on aligning annual employee evaluation factors with ten job duties. The bureau outlined steps to connect these duties with the approved evaluation criteria to ensure more accurate and objective assessments, Al Anba newspaper reported.

The bureau added that the mechanism for linking evaluations to job duties is structured around three main points.

Sources reported that Point 1 relates to defining the descriptions of the factors for the annual evaluation, divided as follows: 70% for administrative affairs related to actual tasks and 30% for discipline, commitment, attendance, and related matters.



They explained that these percentages mean 70% of the evaluation is based on the employee’s productivity in their duties, while 30% depends on behavior and administrative commitment.

The sources added, “Point 2 covers identifying ten job duties suited to the nature of the work in all government agencies. These duties will represent the core of each employee’s role and serve as a benchmark for evaluating performance.”

They continued, “Point 3 involves linking the ten job duties to the current evaluation criteria. This ensures the evaluation will not remain general but will be tied directly to the approved standards, making it more accurate and objective.”

On the 17th of this month, the newspaper published the grades assigned to job duties that will be linked to evaluation factors. On the 20th, it reported that the Civil Service Council had adopted guidelines specifying the criteria for evaluating employee performance to qualify for the “excellent” bonus.
