Kindergarten to become part of compulsory education in Kuwait

The Ministry of Education’s development projects submitted to the government include a draft law mandating compulsory education at the second level of kindergarten (second year), along with a proposed new law to fund vocational and technical education.

The Ministry’s projects, submitted in response to Cabinet directives to expedite draft decree-laws on infrastructure development, housing cities, and other key initiatives, include major and sub-projects such as curriculum development, the inclusion of the second level of kindergarten in the compulsory education system, the distance learning law, the comprehensive integration law for people with special needs, and legislation to expand pathways for secondary education.

The project seeks to integrate the second level of kindergarten into the compulsory education system, requiring parents who do not enroll their children in the first year to enroll them in the second year.

As part of the curriculum development effort, the project’s supervisory body recommended examining three sub-projects:

  1. Distance Learning Law
  2. Comprehensive Integration Law for People with Special Needs
  3. Secondary Education Pathways Law

Regarding the project to diversify secondary education streams, the plan includes reviewing five existing laws related to public and private education, the Public Authority for Applied Education and Training, the Civil Service Bureau, and the Public Authority for Manpower, along with a proposed new law to finance vocational and technical education.
