KAPP to appoint consultant for Umm Al-Hayman share transfer to citizens

The Kuwait Authority for Partnership Projects (KAPP) has announced plans to issue a tender for the appointment of a consulting firm to oversee the transfer of 50 percent of the shares of the Umm Al-Hayman Wastewater Treatment Company to Kuwaiti citizens.
According to Al-Rai daily, this move is in line with Law No. 116 of 2014, which governs public-private partnerships.
According to KAPP’s 2025–2026 annual tender plan, the upcoming public contract practice will focus on managing the citizen subscription process for shares in the Umm Al-Hayman project. The planned duration of the consultant’s contract is approximately six months. Bids must include both technical and financial proposals, and alternative offers will not be accepted.
The selected consultant will be tasked with providing advisory services for the distribution and transfer of shares to citizens. This includes executing all necessary activities to ensure the success of the subscription process, including the issuance of ownership certificates.
This strategic step aims to advance citizen participation in major infrastructure projects and reinforce the principles of public-private partnership.
