Justice Ministry reforms to strengthen judicial training and elevate legal framework

One of the most significant updates introduced by the decree is the authorization to offer specialized training programs for private-sector professionals to enhance legal compliance within Kuwait’s business environment.

The Ministry of Justice announced Monday that the issuance of Decree No. (194-2025), amending several provisions of Decree No. (37-1994) governing the Kuwait Institute for Judicial and Legal Studies, is vital for modernizing Kuwait’s judicial training system and reinforcing the Institute’s role to support the justice sector.

In a statement to the Kuwait News Agency (KUNA), the Ministry emphasized that the new amendments firmly establish the Institute’s authority to prepare, train, and refine the specialized competencies of judges within a clear and direct legal framework.

The reforms also broaden the Institute’s mandate to include the training of government employees—an initiative designed to strengthen legal awareness across state institutions and raise the standards of administrative performance.

One of the most significant updates introduced by the decree is the authorization to offer specialized training programs for private-sector professionals to enhance legal compliance within Kuwait’s business environment.

Additionally, the Institute will now provide foundational and preparatory courses for Kuwaiti law graduates, equipping them with essential professional skills and preparing them for entry into the labor market.

The decree further stipulates that the Institute’s scientific journal must publish peer-reviewed legal research, reinforcing the publication’s academic standing and enriching the quality of legal studies produced in Kuwait.

According to the Ministry, these reforms reflect renewed confidence in the Institute’s mission and strengthen its capacity to develop judicial and legal training—contributing directly to the advancement of the national justice system and supporting the continued development of Kuwait’s legal and judicial institutions.
