Justice Ministry prepares report on public fund embezzlement cases

The Ministry of Justice is preparing a comprehensive report on cases involving the misappropriation and ‘theft’ of public funds, as part of ongoing efforts to monitor such cases and strengthen measures to protect state funds. The ministry recently conducted a detailed survey of public fund embezzlement cases registered with various ministries, government agencies and institutions, with the findings scheduled to be submitted to the Cabinet during October.

The report will provide a detailed breakdown of cases by individual ministry, agency and government institution, including the value of misappropriated funds, amounts recovered and outstanding amounts. It will also cover cases pending outside Kuwait and the measures taken to pursue them.

The report is being prepared in implementation of Cabinet decisions requiring the Ministry of Justice to submit periodic reports on cases involving assaults on public funds during the first week of October and April each year. As part of the process, the Ministry of Justice has contacted government bodies and requested comprehensive data on all relevant embezzlement cases.

The authorities have also been asked to provide details on any appeals against decisions to close cases, the outcomes of such appeals, or the reasons for not filing an appeal. Government entities have further been instructed to identify cases pending outside Kuwait and outline the measures taken in connection with them.

The ministry stressed that the information submitted must include details of the follow-up actions and outcomes for each case, allowing it to compile an updated and comprehensive assessment of the status of public fund cases. The ministry clarified that the requested data should exclude cases for which final judgments have been issued, as well as civil, administrative and commercial cases. The survey is limited to cases falling within the scope and criteria specified by the ministry.
