Justice Minister forms committee to overhaul rental and property laws

Minister of Justice, Counselor Nasser Al-Sumait, has announced the formation of a committee to modernize Kuwait’s legislative framework on rental matters and property ownership associations. The committee will also review key provisions of the civil and commercial laws to ensure coherence and effectiveness.
Speaking to the Kuwait News Agency, Al-Sumait explained that the committee’s work will focus on legal framework governing rental agreements, in preparation for shifting the system to an electronic platform. This step is expected to strengthen fairness and balance between landlords and tenants.
The task of the committee will also be to draft a legal system to regulate associations of owners to improve the governance and transparency in the management of jointly owned properties. Additionally, it will review related legal texts to guarantee legislative harmony and practical applicability.
The committee is chaired by the Court of Appeal Counselor Mohammed Al-Sanea, with Counselor Khaled Al-Asousi as vice chairman.
Other members include Counselor Abdullah Al-Kandari, Judge Mohammed Al-Rabiah, Judge Yousef Al-Kandari, and rapporteur Sultan Al-Shujai.
Al-Sumait emphasized that the committee’s work will follow a consultative approach and engage with relevant government institutions as well as stakeholders from the real estate and housing sector. Their input will help shape comprehensive legislation reflecting real-world needs and align with best international practices.
