Information Ministry enters final drafting phase of 2026–2030 media strategy
. . . to strengthen professional values and public trust

The Ministry of Information announced on Tuesday that it has completed the internal and external environment analysis phase of its new media strategy for the period 2026–2030 and has moved into the final drafting stage, which includes formulating the main axes, objectives and executive programs ahead of the strategy’s official adoption and launch.
In a statement, the ministry said the strategy was developed through an institutional, participatory approach that involved ministry employees and partners from the media community, in line with the directives of Minister of Information and Culture and Minister of State for Youth Affairs Abdulrahman Al-Mutairi, and under the supervision of Undersecretary Dr. Nasser Muhaisen, reports Al-Rai daily.
To support this approach, the ministry launched an internal volunteer initiative to attract national talents from among employees and holders of higher academic degrees.
The volunteer team underwent an intensive 80-hour training program covering strategic planning, analytical tools, facilitation skills, management of discussion panels and personal interviews, as well as qualitative data analysis.
The ministry noted that the analytical phase included extensive research and field activities, with volunteers contributing more than 480 hours of work. These activities included interviews with senior leadership, sector-specific discussion panels, internal surveys and specialized focus groups.
The research phase also involved meetings with content creators, media institutions, universities, women’s associations and civil society representatives, alongside close coordination with the Arab Planning Institute.
The process followed a rigorous scientific methodology combining qualitative and quantitative analysis to assess strengths, weaknesses, opportunities and challenges, while anticipating media trends through to 2030.
The ministry said work has now begun on the final formulation of the strategy’s vision, goals, axes and executive initiatives, which will be linked to clear performance indicators and a monitoring and evaluation framework.
It affirmed that the new strategy will form an integrated national framework for developing Kuwaiti media, strengthening professional values, enhancing public trust and promoting responsible, innovative digital media aligned with the New Kuwait 2035 vision and sustainable development goals.
