The Embassy of India in Kuwait clarified that using the courier service offered by BLS International Services is entirely optional for applicants who want their processed documents or passports delivered to a specified address. It is not mandatory. In fact, applicants can collect their passports or documents from the same ICAC one to two days earlier than they would receive them through courier delivery.

Meanwhile, the Indian embassy has authorized BLS International Services to manage four Indian Consular Application Centers (ICACs) in Kuwait City, Fahaheel, Jleeb Al-Shuwaikh, and Jahra, providing services such as passport processing, visa applications, and consular attestations.

In addition to handling applications and delivering processed documents, BLS is authorized to offer optional services at fixed rates set by the embassy. These additional services are optional and not mandatory, and no extra fees should be paid beyond the authorized charges. They are offered solely for the convenience of applicants seeking assistance.
