“Health Ministry” streamlines promotion process for Kuwaiti doctors on scholarship

The Minister of Health, Dr. Ahmed Al-Awadhi, has issued a ministerial decision to simplify the promotion process for Kuwaiti doctors on scholarship who have earned the necessary qualifications. Under the new decision, doctors can be promoted without needing to return to Kuwait if they are continuing their postgraduate studies in the country of their scholarship. This initiative reflects the Ministry of Health’s commitment to supporting Kuwaiti medical professionals abroad and streamlining administrative procedures while maintaining high-quality standards and ensuring compliance with specialization requirements.

The decision outlines that Kuwaiti doctors on ministry-sponsored scholarships, who have completed the qualifications required for promotion to the position of Senior Registrar, can submit a certificate from their university confirming the attainment of the necessary qualification. This certificate must be authenticated by the Kuwaiti embassy in the respective country. Following verification, the promotion request is submitted directly to the Undersecretary of the Ministry, eliminating the need for the doctor to return to Kuwait or undergo technical committee evaluations.

Importantly, the decision also provides additional support for doctors who have completed the (R1 – R2) stages of the specialization program for which they were sent on scholarship, particularly in cases where the first part or its equivalent is not included. These doctors, seeking promotion to the position of Registrar, can submit a certificate from their university confirming the completion of (R1 – R2). This certificate must be approved by the Kuwaiti Embassy in the respective country before being presented to the Kuwait Institute for Medical Specialties. Upon fulfilling the required conditions and progressing to the next stage, the Secretary-General of the Institute will authorize their promotion.

This decision reflects the Ministry of Health’s commitment to supporting doctors on scholarship as they continue to enhance their skills and gain additional experience in specialized fields abroad. It also aims to alleviate the administrative challenges that these doctors may face during their academic and professional journeys, ensuring the continuity of their efficiency and facilitating smooth career advancement.

The Ministry emphasized that this step underscores its commitment to removing obstacles faced by national medical cadres and expediting the promotion process. This initiative aims to enhance the capabilities of the health system by ensuring that Kuwaiti doctors are trained at the highest international standards, ultimately leading to an improvement in the quality of health services provided in the country.
