Health Ministry adopts rigorous ethics code for healthcare workers

New ministerial decree protects patients’ rights, bans retroactive medical leave; anchors transparency, confidentiality, and accountability in health ethics standards

The Ministry of Health has formally adopted the “Document of Principles and Ethical Conduct for Health Workers” through a ministerial decree, establishing comprehensive ethical and professional standards for healthcare personnel in both public and private sectors.

The initiative aims to promote professional values, enhance the quality of health services, safeguard patients’ rights, and uphold ethical standards in medical practice.

Among the key provisions, the document regulates medical records and reports, specifying that medical leave cannot be issued retroactively or for individuals who did not attend the health facility in person, reports Al-Rai daily.

Exceptions apply only to electronically authorized medical leave provided under official regulations or for remote consultations conducted through approved technological methods.

The code underscores the importance of respecting patient appointments, maintaining exemplary professional conduct, and protecting the dignity of the health profession.

It cautions against seeking personal fame at the expense of professional principles and emphasizes the patient’s right to a second medical opinion, ensuring full access to information necessary to exercise this right.

Healthcare workers are strictly prohibited from financial exploitation or pressuring patients into unnecessary services.

The document mandates transparency and accountability in the event of medical errors or unfulfilled treatment outcomes, requiring providers to explain circumstances clearly and apologize when appropriate.

Patient confidentiality is rigorously protected. The decree outlines legal exceptions for information disclosure, forbids unauthorized photography or recording of patients, and strictly prohibits the use of patient information, images, or videos for advertising or social media purposes without prior written consent, in compliance with official regulations.

The adoption of this document marks a significant step toward strengthening ethical governance in Kuwait’s health sector, ensuring patient safety, and reinforcing public trust in medical services across the country.
