Health insurance fees go fully digital as Kuwait clarifies domestic worker exemptions

The Ministry of Health is continuing to finalize comprehensive electronic linkage procedures for the payment of health insurance fees, in line with the new executive regulations that came into force on December 23, 2025.

The move is part of broader efforts to streamline procedures, enhance electronic integration with relevant authorities, and improve the quality and efficiency of services provided to citizens and residents.

Informed sources told Al-Rai that the upcoming electronic system will also cover categories exempt from health insurance fees, most notably the first three domestic workers sponsored by a citizen.

This integration is intended to ensure the smooth and accurate implementation of the relevant decisions, without imposing any additional financial burdens on citizens.

The sources explained that the electronic platform will include a direct verification mechanism confirming exemption status through coordination with the concerned authorities.

This will eliminate the need for citizens to submit extra documents or complete additional manual procedures to prove eligibility for exemption.

The sources stressed an important clarification to avoid confusion: the exemption granted to the first three domestic workers applies only to the health insurance fee, which amounts to 10 dinars, and does not extend to the residency fee, which also remains 10 dinars and continues to be collected in accordance with applicable regulations.

Accordingly, citizens are exempt solely from the health insurance charge, not from residency-related fees.

The same sources said, the initial implementation of the executive regulations has been proceeding smoothly, with any observations or issues being monitored and addressed immediately, Al-Rai reports.

Among the most notable observations are those related to domestic workers, with work currently underway to complete the final electronic linkage with the Ministry of Interior.

Once finalized, transactions for the specified exempt categories will be completed fully electronically, without requiring proof of exemption.

The sources commended the high level of cooperation and coordination between the Ministry of Health and other government entities, noting that the comprehensive electronic linking project has entered its final stages and is expected to significantly enhance service delivery and procedural clarity.
