Financial benefits, eligibility of caregiver for disabled face scrutiny
The Public Authority for the Affairs of Persons with Disabilities is evaluating control procedures to ensure that benefits are easily accessible to those entitled and to prevent misuse by ineligible individuals.

The ministry is reviewing financial benefits and eligibility for caregivers, assessing distribution procedures, and evaluating their impact on care, living conditions, and independence for the disabled.
The Public Authority for the Affairs of Persons with Disabilities is reviewing the criteria for financial benefits provided to caregivers of individuals with disabilities, as well as the eligibility conditions. This review is being conducted in accordance with the directives of Dr. Amthal Hadi Al-Huwailah, the Minister of Social Affairs, Labor, Family and Childhood Affairs, and Minister of State for Youth Affairs, according to Al Rai newspaper.
Informed sources revealed that minister Amthal Al-Huwailah has requested Al-Humaidi Al-Mutairi, the acting Director General of the Public Authority for the Disabled, to form a technical committee of specialists to review Law No. 8 of 2010 on the rights of persons with disabilities.
The committee will include representatives from seven government agencies: the Ministry of Social Affairs, Family and Childhood Affairs; the Ministry of Foreign Affairs; the Public Institution for Housing Care; the Ministry of Municipality; the Municipal Council; the General Secretariat of the Supreme Council for Planning and Development; and the Ministry of Education.
While the concerned authorities have begun nominating their representatives to review the entire law, sources indicated that the minister has asked the committee to provide a comprehensive assessment of the law and its applications upon completing the review, along with proposals and recommendations.
The minister outlined the committee’s responsibilities for reviewing the law in five key areas:
- Financial benefits for caregivers of persons with disabilities, including reviewing the eligibility criteria.
- Procedures for disbursing financial and in-kind benefits to persons with disabilities and their caregivers.
- Evaluating the effectiveness of these measures and their impact on providing better care, improving living conditions, and achieving independence for persons with disabilities.
- Implementing periodic follow-up and control methods to ensure benefits are distributed efficiently to those entitled and to prevent misuse.
- Assessing the alignment of the law’s provisions with the recommendations of the Convention on the Rights of Persons with Disabilities (CRPD), which Kuwait acceded to in 2013.
