Finance Ministry strategizes follow up on development projects by government agencies

The Ministry of Finance called on all government agencies to estimate the draft budget for the next fiscal year 2025/2026, to accommodate the controls and instructions issued by the Ministry, while considering the policy of reducing expenditure, rationalization of spending and revenue development without compromising on performance.

This came within Circular No. 3 of 2024 issued by the Ministry on the preparation of budget estimates for ministries, government departments, annexed bodies and rules that should be followed in their preparation, in accordance with budget classifications for the fiscal year 2025/2026, as reported by the Arabic daily Al Anba.

Additionally, the MoF directed all government agencies to accelerate the digitization of their services, with emphasis on the importance of prioritizing projects such as e-services, digitizing them and linking them with the easy application “Sahl” and e-portals.

Development plan

In its circular, MoF stated that the government should pay great attention to the state’s development plan as implementation of the projects would be followed up through a special program called “Annual Development Plan Program”.

Construction projects

Government agencies were required not to request any new construction projects for which a site was not allocated by the Kuwait municipality. It ruled that government agencies, when requesting new construction projects, should prepare feasibility studies, ranking them according to development priority and the relative importance of each project.

Revenue

Revenues should be estimated on sound scientific bases, guided by the revenues collected in the previous three years and expected to be collected during the current fiscal year.

Expatriate work force

MoF called for the appointments of non-Kuwaitis on any type of contracts to be “the second contract, the third contract, a contract with a lump-salary, and a special contract” in accordance with the provisions of the Civil Service Law.

All government agencies should conduct a study on jobs that can be cancelled and occupied by the expatriate workforce if the level of performance is not affected.
