‘Finance’ launches ‘Trasul Plus’ electronic system to advance digital government

The Ministry of Finance emphasized that “Trasul Plus” serves as a model for digital transformation in government, reflecting Kuwait’s vision for innovation and efficiency. The ministry also highlighted its appreciation for Microsoft’s technical partnership, which provided state-of-the-art cloud infrastructure and support crucial to the success of this national project.

As part of Kuwait’s commitment to digital transformation and its vision for an integrated digital government, the Ministry of Finance announced the official launch of the “Trasul Plus” (Message Plus) e-system, which became effective from June 1, 2025.

This marks the ministry’s third digital system since 2006. The system was developed in collaboration with Microsoft using advanced technologies and is being deployed across all ministry employees and organizational units. The launch follows a cooperation agreement signed by Undersecretary Aseel Sulaiman Al-Saad Al-Munifi with Microsoft in Seattle in December 2024, marking the first major project under this partnership.

“Trasul Plus” relies on Microsoft’s Azure cloud platform to provide the highest levels of security and operational flexibility, eliminating the need for local servers.

The system integrates artificial intelligence technologies to enhance user experience by suggesting automated responses, analyzing correspondence, supporting voice dictation, and offering spelling and language correction.

It is fully compatible with Microsoft 365 tools, including Teams, Outlook, and Office 365, and allows drafts to be stored in OneDrive, reducing storage and maintenance costs.

The system also connects with the G2G platform and other government systems through programming interfaces, streamlining administrative workflows and reducing duplication.

AI capabilities further assist in analyzing correspondence and preparing responses in accordance with Cabinet directives to activate artificial intelligence in government services.

The system enables the sending, signing, archiving, and quick retrieval of internal memos, administrative decisions, and official letters through an integrated procedures sheet powered by generative AI technologies.

The transition from the previous messaging system to “Trasul Plus” was smooth, with the old system closing on May 29, 2025, and the new system launching on June 1 for all 3,972 ministry employees.

In less than three months, the system processed 1,609 decisions, 8,033 issued letters, 12,926 incoming letters, 17,934 memoranda, 241,946 procedures, and 41,197 drafts.

These figures demonstrate the system’s efficiency in managing and documenting official correspondence while accelerating processes and improving transparency.

The launch included a gradual rollout plan with training for specialists across various sectors of the Ministry of Finance, along with on-site technical support to ensure a seamless transition.

A field support team from the Automated Information Center provided continuous assistance, while senior management oversaw implementation and provided direct support.
