Dr. Al-Tabtabaei restructures Legal Affairs Department to boost governance and efficiency

Comprehensive overhaul is part of broader efforts to build a more legally robust, transparent, and accountable educational system

Minister of Education Dr. Jalal Al-Tabtabaei has issued a ministerial decision amending the organizational structure of the Legal Affairs Department at the Ministry of Education.

The move is aimed at enhancing the department’s efficiency and strengthening governance and legal compliance across ministry operations.

According to the new structure, the Legal Affairs Department will report directly to the Minister and consist of three core units: the Secretariat Department, Legal Affairs Monitoring, and the Department for Investigations and Complaints, reports Al-Jarida daily.

These are supported by several specialized divisions handling court cases, contracts, grievances, legal research, and investigations.

The restructured department will be responsible for a broad range of legal duties, including offering legal consultations, drafting ministerial decisions, reviewing contracts and agreements, overseeing disciplinary actions, and ensuring compliance with Kuwaiti laws and regulations.

It will also manage lawsuits involving the Ministry, work closely with the Fatwa and Legislation Department, and take appropriate legal action in cases of employee misconduct, administrative disputes, and contract-related issues.

Specific attention has been given to clearly defining the roles of various units. The Secretariat Department will handle internal communications, documentation, employee records, and logistics.

The Legal Affairs Monitoring Authority will focus on overseeing disciplinary actions and legal compliance within educational districts.

The Follow-up and Consulting Department will review legal cases and provide strategic guidance. The Investigations and Complaints units across educational zones, private, and religious education will manage student records, misconduct investigations, and legal complaints.

Other specialized departments include the Courts and Judgments Division, tasked with tracking litigation and ensuring the execution of court rulings; the Grievances and Complaints Division, which manages both internal and external complaints; the Research and Fatwa Department, responsible for legal analysis and drafting regulations; and the Contracts Department, which oversees the review and approval of tenders and agreements.

The Investigations Department will conduct inquiries into violations and workplace incidents, coordinate with authorities on deportations, and ensure disciplinary follow-up.
