Dr. Al-Huwailah introduces new framework to strengthen food security, support national produce
The new mechanism is designed to reduce violations, raise transparency levels, and ensure tighter oversight by relying on digital transformation throughout the buying and selling stages.

Minister of Social Affairs, Family and Childhood Affairs Dr. Amthal Al-Huwailah has issued a new decision to support local agricultural produce and strengthen food security.
Speaking to the Kuwait News Agency (KUNA), the minister said the move represents a qualitative shift in regulating the marketing of national agricultural produce and enhancing governance across the sector.
Dr. Al-Huwailah explained that the decision is not merely an update to the previous Decision No. 31, but an advanced step that introduces clear and binding controls for marketing outlets and regulates auction operations through a fully automated system.
The new mechanism is designed to reduce violations, raise transparency levels, and ensure tighter oversight by relying on digital transformation throughout the buying and selling stages.
She noted that the decision constitutes a significant regulatory development in the state’s approach to supporting national products, built on an integrated vision based on four main pillars aimed at addressing existing challenges and empowering the Kuwaiti farmer within a fair and balanced framework.
As part of the new measures, the decision establishes a “Kuwaiti Farmer’s Corner” within cooperative societies as a direct sales outlet.
This initiative enables farmers to market their products without intermediaries, with continuous sales periods of no less than one month.
The measure is intended to provide stability for farmers ahead of planting seasons and ensure a guaranteed and equitable channel for marketing local produce.
The minister stressed that the decision promotes justice and sustainability in farmer support by ensuring equal opportunities, encouraging the expansion of high-quality agriculture, and raising the overall quality of supply.
These steps contribute to diversifying local products, enhancing food security, and safeguarding the rights of cooperative societies and consumers alike.
Dr. Al-Huwailah added that the decision also addresses farmers’ financial stability by obligating cooperative societies to define clear payment timelines for dues and exempting farmers from any fees or support-related charges.
This approach is expected to strengthen confidence, stimulate increased production, improve quality, and ensure the sustainability of local agricultural supply chains.
She further noted that implementation quality has been reinforced through the formation of a committee to support local agricultural products, comprising representatives from relevant government entities.
The committee will oversee implementation, receive and address complaints, ensure institutional coordination, and apply clearly defined penalties against violators, with the aim of guaranteeing fair enforcement and achieving the objectives of the decision.
