Dr. Al-Huwailah chairs first meeting of disability rights implementation committee

Representatives from 12 government institutions to coordinate efforts under Kuwait’s disability rights roadmap

Minister of Social Affairs, Family and Childhood Affairs, and Chair of the Supreme National Committee for the Implementation of the Convention on the Rights of Persons with Disabilities, Dr. Amthal Al-Huwailah, affirmed that the committee will play a central role in coordinating national efforts to accelerate the implementation of international agreements and strengthen the rights of persons with disabilities across all sectors.

Speaking to the Kuwait News Agency on Wednesday, Al-Huwailah described the committee’s inaugural meeting, held under her leadership on Tuesday, as the official launch of its work. The committee, formed in accordance with Ministerial Resolution No. 126/2025 following a Cabinet decision, seeks to establish a comprehensive national roadmap for advancing disability rights.

Al-Huwailah emphasized that the committee will act as a key driver in fulfilling Kuwait’s international commitments, especially the International Convention on the Rights of Persons with Disabilities and the Amman-Berlin Declaration.

During the meeting, members reviewed the work mechanism for the upcoming phase, which includes monitoring implementation of the Convention’s provisions, preparing executive plans, evaluating institutional performance, and proposing national policy and program reforms.

The committee includes representatives from 12 government entities — Ministries of Foreign Affairs, Health, Social Affairs, Finance, Information, Education and Higher Education, Kuwait Municipality, PAHW, PADA, PAAET, CSC, PAM and Supreme Council for Family Affairs.

Dr. Al-Huwailah stressed that the committee will operate with a team-based approach to unify efforts, address challenges, and promote the full inclusion of persons with disabilities in all areas of life, empowering them as active contributors to national development.
