Decree-law abolishes PART to cut costs and speed up projects

Decree-Law No. 163 of 2025 has been issued, repealing Law No. 115 of 2014 concerning the establishment of the Public Authority for Roads and Land Transport, as part of broader government reforms aimed at streamlining state agencies and improving efficiency.

Under the decree-law, the Authority’s departments will be transferred to the Ministry of Public Works, with the exception of the Land Transport Department and the supervision of the Traffic project, which will be transferred to the Ministry of Interior.

The decree also authorizes the Minister of Public Works to issue decisions transferring any employees of the Authority deemed necessary to the Ministry or other government entities within a period not exceeding six months from the date of implementation. The law guarantees that transferred employees will retain all their job grades and employment rights, reports Al-Rai daily.

According to the explanatory memorandum, the decision forms part of a government strategy to merge or abolish certain public bodies in order to enhance the effectiveness and balance of government services, avoid overlapping jurisdictions, reduce public expenditure, and ease pressure on the state budget.

The memorandum further noted that the move aims to simplify administrative procedures, shorten bureaucratic cycles between government agencies, and accelerate the execution of development projects, preventing delays that have hampered implementation in the past.

It added that practical experience had shown that the Roads Authority had not achieved its intended objectives, namely the establishment of a modern, safe and cost-efficient land transport system capable of supporting the state’s vision for sustainable economic development.
