Decree grants CAIR financial independence, marks a significant shift

Kuwait has issued Decree No. 141 of 2025, amending Article 10 of Decree No. 467 of 2010, which pertains to the establishment of the Central Agency for Illegal Residents.

According to the amendment, the agency will now have its own financial appropriations, marking a significant administrative shift.

These funds will be allocated as part of an independent program within the Ministry of Interior’s budget, beginning with the fiscal year 2026–2027.

The new version of Article 10 was published in the appendix of the official gazette Kuwait Al-Yawm on Monday, confirming that the coordination for this budgetary inclusion will occur between the relevant minister and the Minister of Finance.
