CSC Limits Workforce Presence to 30 percent Amid Exceptional Conditions

Kuwait’s Civil Service Commission (CSC) said that maintaining workforce attendance at no more than 30 percent of total employees in government entities during the current exceptional circumstances is in line with the public interest.

This was stated by CSC spokesperson Fawaz Abu Al-Rous during a media briefing today, addressing ongoing developments amid Iranian aggression against Kuwait. Abu Al-Rous noted that Circular No. 7 of 2026, issued by the CSC on official working hours in government entities, will take effect tomorrow, Tuesday. The circular stipulates a one-hour reduction in official working hours, bringing total daily working hours to six, while maintaining the approved grace periods.

He added that the circular maintains a cap on on-site workforce at no more than 30 percent of total staff, with employee rotation to be implemented on a daily, weekly, or remote basis where possible. Each entity will determine the actual percentage based on its operational needs.

The circular also suspends evening shifts across all government entities until further notice, without affecting legally established shift systems. Abu Al-Rous confirmed the continuation of flexible working hours and adherence to attendance and departure recording via fingerprint systems, in accordance with applicable regulations, while taking into account grace periods and permission systems.

He further noted that employees eligible for reduced working hours under relevant regulations will have a four-hour workday. – Kuna
