CSC launches 18 e-certificates via Sahel App in push toward paperless government

The Civil Service Commission (CSC) announced on Wednesday a major expansion of its digital services, confirming that government employees can now have access to 18 official certificates through the unified government electronic services application “Sahel”, eliminating the need for physical visits to CSC offices.

The move reflects ongoing efforts to streamline public services, embrace digital transformation, and work towards a “paperless Bureau.”

In a statement published on its official account on platform X, the Bureau highlighted that the new digital services are aimed at improving efficiency, reducing procedural delays, and saving both time and effort for public sector employees, reports Al-Rai daily.

The cornerstone of this initiative is the “Request an Instant Certificate” service, which enables government employees — in agencies implementing the instant certificate feature — to generate and print several types of official certificates upon payment of applicable fees.

These include the salary details certificate, continuity of salary transfer, career progression certificate, To Whom It May Concern Certificate and the statement of Employment and Financial Status

The CSC also noted that employees can obtain A “To Whom It May Concern” certificate issued by the commission showing the registration status of Kuwaiti nationals in the central employment system, as well as the employment status of both Kuwaitis and non-Kuwaitis in entities that have adopted the integrated electronic employment systems.

An “Exit Permit” certificate for holders of Article 17 residence permits, made possible in cooperation with the Ministry of Interior. Employees can request and receive this permit via Sahel after securing employer approval.

A “Training Course Completion” certificate from the Human Resources Development Center of the Civil Service Bureau, allowing Kuwaiti employees to access and print their course certificates directly from the app.

A “To Whom It May Concern” certificate for missions or study leaves, which serves as an initial approval document. The certificate fee can be paid through the Sahel app, and the certificate can then be submitted to the relevant embassies.

In addition to issuing certificates, employees in agencies integrated with the CSC system can inquire about and access the following documents — career progression report, statement of job and financial status, multiple types of “To Whom It May Concern” certificates, detailed salary information, sequence of financial grades and certificates related to financial discrepancies

This digital transformation initiative is part of the CSC’s broader strategy to simplify employee procedures, support e-governance, and reduce administrative burdens, especially for employees who previously had to visit offices to obtain official documentation.
