CSB approves new organizational structure of Public Authority for Manpower

In line with the recent directive issued by the Civil Service Bureau urging all government entities to align their structures with the standardized model issued by the Civil Service Council, the Bureau has approved the new organizational structure of the Public Authority for Manpower.
The restructuring has come into effect following two ministerial decisions issued by First Deputy Prime Minister and Minister of Interior Sheikh Fahd Al-Youssef.
The decisions include the appointment of Marzouq Al-Otaibi as Deputy Director General for Human Resources and Financial Affairs, while he will also continue to serve as the Director General of the Authority. Musaed Al-Mutairi has been appointed Deputy Director General for Labor Affairs.
According to PAM sources, the revised structure introduces the new role of “Directors-General of Departments,” with five directors designated to oversee and manage various departments according to their areas of expertise.
The overhaul significantly reduces the number of Deputy Directors-General from five to two, and includes the cancellation or merger of several departments — particularly those with overlapping or redundant functions. Supervisory responsibilities for these units will be retained under the newly formed structure.
Sources emphasized that the restructuring aims to eliminate inefficiencies by removing departments whose roles have become outdated due to advances in technology and the expansion of digital transformation and automation systems. These functions will now be absorbed by other departments better equipped to manage them.
The move is expected to improve service delivery across the board, enhancing the Authority’s ability to serve its wide-ranging audience of citizens and residents. As one of Kuwait’s largest service entities, the Public Authority for Manpower plays a critical role in managing diverse labor and administrative affairs.
