Council of Ministers establishes “Nationality Grievances” committee

During its weekly meeting on Tuesday, chaired by Acting Deputy Prime Minister and Minister of Interior, Sheikh Fahd Al-Yousef, the Council of Ministers approved the formation of a grievance committee for cases involving the withdrawal and revocation of Kuwaiti citizenship. The committee will be headed by Counselor Ali Musaed Al-Dhubaibi.
The committee comprises the following members:
- Abdul Wahab Abdul Rahman Al-Muzaini, Vice President
- Counselor Khaled Abdulrahman Al-Bakr from the Fatwa and Legislation Department
- Jamal Khalifa Al-Rish (Former Deputy Director General of the General Department of Investigations).
- Fawaz Suleiman Al-Mishaan (former Assistant Undersecretary of the Ministry of Interior for Nationality and Travel Documents Affairs).
The Council convened its meeting at Bayan Palace, and following the session, Deputy Prime Minister and Minister of State for Cabinet Affairs, Sherida Al-Maousherji, issued the following statement:
National Holidays
On the occasion of the 64th National Day of the State of Kuwait and the 34th anniversary of Liberation Day, the Council of Ministers began its meeting by extending its sincere congratulations to His Highness the Amir Sheikh Mishaal Al-Ahmad; His Highness the Crown Prince Sheikh Sabah Al-Khaled, and the honorable Kuwaiti people.
The Council prayed to God Almighty to protect Kuwait, its leadership, and its people from all harm and to bless the nation with continued security, safety, prosperity, and progress under the wise leadership of His Highness the Amir Sheikh Mishaal Al-Ahmad and His Highness the Crown Prince Sheikh Sabah Al-Khaled. Additionally, the Council prayed for God’s mercy upon the nation’s righteous martyrs, asking Him to grant them eternal peace in His heavens.
Uzbek President
The Council of Ministers reviewed the outcomes of the official visit of President of Uzbekistan His Excellency Shavkat Mirziyoyev and his accompanying delegation, which took place from Monday to Tuesday.
The visit included a meeting with His Highness the Amir Sheikh Mishaal Al-Ahmad and official discussions between both sides. These talks focused on strengthening bilateral relations, fostering cooperation across various sectors, and expanding collaboration between Kuwait and Uzbekistan to advance shared interests and address key issues of mutual concern.
The Council of Ministers also reviewed the four agreements signed between the governments of Kuwait and Uzbekistan on Monday. These agreements cover labor exchange in the private sector, air transport services, smart city development, and industrial cooperation.
Additionally, the Council of Ministers reviewed messages from the Amiri Diwan addressed to His Highness the Amir Sheikh Mishaal Al-Ahmad by the leaders of several sisterly and friendly countries. These messages focused on strengthening bilateral relations and enhancing joint cooperation between Kuwait and these nations across various fields.
On the other hand, Minister of State for Communications Affairs Omar Al-Omar briefed the Cabinet on the outcomes of his participation, representing His Highness the Amir Sheikh Mishaal Al-Ahmad, in the Global Summit on Action for Artificial Intelligence held in Paris from February 10 to 11, 2025.
The summit focused on five key areas: using artificial intelligence for the public good, the future of work and innovation, the role of culture in AI, ensuring trustworthy AI, and the importance of global governance in the field.
State Property
In line with the Council of Ministers’ commitment to safeguarding public funds and state property, the Council decided to assign the Ministry of Finance, in coordination with the Fatwa and Legislation Department and relevant entities, to oversee, manage, exploit, and dispose of state property under a unified government body – the State Property Sector within the Ministry of Finance. The Council instructed that a report on the progress of this matter be submitted within two months.
Legal Affairs
The Council of Ministers also reviewed the minutes from the Ministerial Committee for Legal Affairs meeting, where the Council approved a draft decree-law to amend certain provisions of Law No. (2) of 2016, pertaining to the establishment of the General Authority for Combating Corruption and the regulations regarding the disclosure of financial assets. The amendments aim to strengthen transparency and integrity systems, supporting national efforts to combat corruption and address gaps identified in the practical application of the law.
The Cabinet also approved a draft decree-law to amend Article (5) of Law No. (71) of 2020, which governs the Bankruptcy Law. The amendment aims to reinstate arrest warrants and the imprisonment of debtors, in accordance with the provisions outlined in the Civil and Commercial Procedures Law.
The Cabinet approved a draft decree-law amending certain provisions of the Civil and Commercial Procedures Law, as issued by Decree-Law No. (38) of 1980. The amendment aims to address situations where financially solvent debtors manage to evade measures taken against them to prevent the payment of their debts, and it seeks to tackle the growing issue of bad debts.
The Council of Ministers decided to submit the draft decrees to His Highness the Amir Sheikh Meshaal Al-Ahmad for approval. Additionally, the Council reviewed several agenda items, approving a number of them and referring others to the relevant ministerial committees for further study and report preparation in order to complete the necessary procedures for their implementation.
The Council of Ministers approved the minutes of the Supreme Committee for the Investigation of Kuwaiti Nationality, which outlined cases involving the loss and withdrawal of Kuwaiti nationality from certain individuals, in accordance with the provisions of Decree Law No. (15) of 1959 concerning Kuwaiti nationality and its amendments.
The Council of Ministers approved the minutes of the Supreme Committee for the Investigation of Kuwaiti Nationality, which included cases of loss and withdrawal of Kuwaiti nationality from some individuals, in accordance with the provisions of Decree Law No. (15) of 1959 regarding Kuwaiti nationality and its amendments.
