CMA confirms validity of approved identity documents for individuals with revoked citizenship

The Capital Markets Authority (CMA) has issued a clarification that all state-approved systems, applications, and documents which have been used to verify the identity and personal information are valid for transactions for people with revoked citizenship unless status is regularized or a Kuwaiti transaction card is granted.

This includes the civil ID cards issued via the My Identity app, original ID cards, or certificates from the Central Agency for Illegal Residents’ Affairs, provided they are valid and authenticated through the official systems on the transaction date.

The CMA issued the statement following repeated inquiries from licensed persons and individuals. It reaffirmed that Circulars Nos. 20 and 23 of 2025, issued on July 28 and September 11 respectively, remain the binding regulatory references for handling transactions for individuals affected by citizenship revocation.

These circulars are based on Cabinet decisions regulating the rights and benefits of those whose Kuwaiti citizenship was withdrawn, including individuals previously granted citizenship under Article 8 (wives of Kuwaitis), Article 5, Clause (good deeds), and those who acquired it through dependency under Decree No. 15 of 1959 concerning the Kuwaiti Nationality Law and its amendments.

The CMA emphasized that the clarification aims to unify understanding and ensure consistent application of previous circulars among all concerned parties, including licensed persons, entities, and individuals subject to the provisions of Law No. 7 of 2010 and its executive regulations.

In a related development, the Central Bank of Kuwait has directed banks to allow customers whose citizenship has been revoked to continue depositing and withdrawing funds from their accounts, provided that government-approved documents proving identity and personal information are verified and authenticated through official systems on the transaction date.

The Authority stressed that this guidance ensures continuity of financial and trading operations for affected individuals while maintaining compliance with all regulatory requirements.
