The Civil Service Commission announced the completion of distributing 2,421 governorate employees to government agencies.
The Civil Service Commission has mandated that employees working overtime must clock in and out four times for attendance and departure. This requirement was outlined in an official circular titled “Proof of Attendance and Departure for Overtime Work,” a copy of which was obtained by Al-Anbaa newspaper.
The circular stated, “Please instruct employees assigned to work overtime after official working hours to perform an attendance fingerprint at the start and a departure fingerprint upon completion.”
The circular, distributed to all bureau units, also stated that any day without attendance and departure fingerprints would not count towards overtime compensation.
As per the circular’s implementation, employees on overtime duty will record four fingerprints daily: two for regular work and two for overtime attendance. The circular was issued by Salah Al-Saqabi, Assistant Undersecretary for Financial and Administrative Affairs at the Civil Service Commission, based on Civil Service Council Resolution No. 12 of 2012, amended by Resolution No. 42 of 2016, regarding overtime compensation.
The sources did not resolve the answer to the question: Is this the circular that includes a preliminary step for assigning employees to additional work in the 55 agencies affiliated with the Bureau, comprising 55 ministries, government agencies, and public institutions? Or will it require a decision from the Civil Service Council? Or will it leave freedom to each party on how to invest in employees’ capabilities to achieve distinguished professional productivity through a mechanism?
