Civil Service Commission approves new organizational structure for Ministry of Public Works

The Ministry of Public Works has received formal approval from the Civil Service Council for its newly developed organizational structure, aimed at improving institutional performance and enhancing administrative and technical efficiency.

Ministry sources told Al Jarida that this move comes as part of broader reform efforts to optimize the ministry’s operations, streamline responsibilities, and better align its departments with national infrastructure goals. The revised structure is designed to boost performance, ensure effective task distribution, and promote transparency and quality in the ministry’s services and project implementation.

According to the approved blueprint, the new organizational chart introduces a reorganization of key departments and reporting lines across various sectors of the ministry.

The Minister’s Office includes Minister’s Advisory Body Department, Inspection and Audit Office, Technical Office, Minister’s Office Department

Office of the Undersecretary directly oversees the Legal Affairs Department. Strategic Planning Department (formerly Planning Department), Public Relations Department, Undersecretary’s Office Department and Environmental Audit Department

Assistant Undersecretary for Administrative and Financial Affairs supervises Coordination and Follow-up Department, National Military Service Office, Administrative Development Department, Personnel Affairs Department. Services Department, Procurement and Warehousing Department, Financial Affairs Department, Information Systems Department and General Registry Department

Assistant Undersecretary for Technical Affairs reports to Coordination and Follow-up Office, Director General of Control and Auditing — Construction and Roads Contracts Department (renamed from Documents and Contracts Department), Infrastructure and Supplies Contracts Department (renamed from Studies and Consulting Agreements Department)

Director General of the Government Center for Testing, Quality Control, and Research Affairs oversees Coordination and Follow-up Department, Quality Control Department, Construction Laboratories Department, Safety Department, Road Laboratories Department and Planning and Follow-up Office

Director General of Road and Network Maintenance Engineering Affairs manages Coordination and Follow-up Department, Central Emergency and Complaints Unit, Operations Department, Road and Network Maintenance Departments across all six governorates,Planning and Follow-up Department and Infrastructure Operations Department

Director General of Sanitary Engineering Affairs supervises Coordination and Follow-up Department, Station Operation and Maintenance Department, Environmental Affairs Department, Treated Water Department, Implementation Department, Planning and Follow-up Office and Design Department

8. Director General of Construction and Major Projects Affairs directs Coordination and Follow-up Department, Planning and Follow-up Office, Design Department, Project Implementation Department, Airport Projects Implementation Department, Mubarak Port Projects Implementation Department and Building Maintenance Department

The restructuring reflects a significant institutional shift intended to enable more agile decision-making, stronger oversight, and improved coordination among the ministry’s many departments. It also aligns with the government’s broader vision for sustainable infrastructure development and public sector modernization.
