CAPT cancels major KOC tender citing documentation deficiencies

The Central Agency for Public Tenders (CAPT) has approved the cancellation of the tender for the master plan for Kuwait Oil Company (KOC) facilities services across southern, eastern, northern, and western regions of the country.
The cancellation was based on Clause 7 of Article 55 of Public Tenders Law No. 49 of 2016, which permits the cancellation of a tender prior to its award if a serious error or deficiency is identified in the tender documents, rendering it unfeasible to proceed with the process. CAPT concluded that such deficiencies existed in the documents submitted for this particular tender.
In addition to the cancellation, the tender committee reaffirmed its refusal to approve KOC’s request for a first extension related to the supply and connection of equipment and associated works at the Early Production Center in northern Kuwait. The project was estimated at 164,000 dinars.
Furthermore, the committee rejected KOC’s proposal to award a maintenance services contract for its facilities in the Ahmadi area to a third-party contractor. The rejected contract was valued at 7.377 million dinars.
These decisions signal a tightened oversight approach by the Central Agency and reflect heightened scrutiny over procurement transparency and documentation integrity within the oil sector.
Meanwhile, the price of Kuwaiti crude oil stood at $69.23 per barrel, reflecting current international market dynamics.
