Cabinet charts Kuwait’s future with bold education, digital and national development agenda
H.H. the Amir’s vision on education drives reform as Cabinet backs digital transformation, regional stability and youth empowerment
Kuwait’s Cabinet, chaired by His Highness the Prime Minister Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah, has reaffirmed the government’s commitment to building a future-ready nation by placing education, digital transformation, youth development and national security at the heart of its agenda.
Meeting at Bayan Palace, the Cabinet reviewed a wide-ranging agenda that reflected Kuwait’s long-term vision of investing in people, accelerating digital modernization, strengthening regional stability and enhancing government performance in line with the directives of His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah.
Education dominated the Cabinet session following the successful conclusion of the 2025/2026 secondary school examinations.
The Cabinet was briefed on His Highness the Amir’s recent meeting with Minister of Education Sayed Jalal Al-Tabtabai and senior ministry officials, during which His Highness reviewed a comprehensive report on the first round of examinations for students in Grades 10, 11 and 12.
Ministers were also informed of the Crown Prince Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah’s meeting with the Education Minister, reflecting the leadership’s continued attention to strengthening Kuwait’s educational system.
The discussions echoed the Amir’s vision of education as the foundation of national development, emphasizing the need to prepare future generations capable of leading Kuwait’s progress in an increasingly competitive global environment.
On the announcement of the Grade 12 examination results, His Highness the Prime Minister extended heartfelt congratulations to the nation’s top-performing students and their families.
He praised their perseverance, determination and academic excellence, describing their achievements as a source of national pride that reflects the values of hard work and commitment.
His Highness also paid tribute to Kuwait’s teachers, recognizing their dedication and tireless efforts in guiding students toward success and reaffirming their indispensable role in shaping the country’s future.
Education Minister Sayed Jalal Al-Tabtabai expressed profound appreciation to His Highness the Amir, His Highness the Crown Prince and His Highness the Prime Minister for their unwavering support of education.
He said the leadership’s conviction that investing in people is the cornerstone of sustainable development continues to inspire efforts to modernize the education system and enable students to achieve greater academic excellence.
The minister stressed that the government’s continued support provides strong momentum for educational reform while helping prepare a generation capable of contributing to Kuwait’s development and strengthening its international standing.
On regional developments, the Cabinet strongly condemned the Iranian attack on a Qatari tanker near the Strait of Hormuz, describing it as a violation of international law and a threat to maritime security and global energy supplies. Kuwait reaffirmed its full solidarity with Qatar and support for all measures to safeguard its security and sovereignty.
The Cabinet also reiterated Kuwait’s rejection of any actions that threaten regional peace and stability, calling for an immediate end to escalation and strict adherence to international law to guarantee freedom of navigation in international waterways.
The ministers further condemned the bombings in the Syrian capital, Damascus, describing them as criminal acts targeting Syria’s security and stability. The Cabinet reaffirmed Kuwait’s firm rejection of terrorism in all its forms and expressed support for Syria’s efforts to preserve security and protect its people.
The Cabinet approved a draft decree-law adopting the State’s final accounts for the 2025/2026 fiscal year. Government revenues totaled approximately KD16.46 billion, while expenditures reached about KD23.60 billion, resulting in an actual budget deficit of KD7.14 billion, which will be covered from the General Reserve Fund. The draft decree-law was referred to His Highness the Amir.
The Council also reviewed progress on Kuwait’s strategic digital transformation through partnerships with Google Cloud and Microsoft. Minister of State for Communications and Information Technology and Acting Minister of Information and Culture Omar Al-Omar presented updates on cloud computing, cybersecurity, data centers, digital infrastructure and projects aimed at improving government efficiency and business continuity.
Sheikh Abdullah Al-Sabah, Chairman of the Supervisory Committee overseeing the agreements, briefed the Cabinet on implementation progress, achievement indicators, existing challenges and future steps to strengthen Kuwait’s integrated digital government and enhance technical readiness for regional and emergency situations.
The Cabinet also reviewed the “Kuwait Youth and Sports Season” initiative presented by Minister of State for Youth Affairs Dr. Tariq Al-Jalahma. The national initiative aims to strengthen cooperation between the public and private sectors in organizing youth and sporting events, enhancing Kuwait’s position as a regional destination for major sports activities.
The Cabinet concluded by expressing appreciation to Kuwaiti private sector companies for providing logistical support to government agencies during the recent regional tensions, praising their spirit of national responsibility and social partnership.
Ministers also approved several agenda items and referred others to the relevant ministerial committees for further study and recommendations.
