Cabinet approves 2025–2026 development plan with 141 projects, reaffirms Vision 2035 priorities
Kuwait determined to meet its developmental goals, enhance government performance, preserve social equity, and position the nation as a competitive player in the global economy.

The Cabinet meeting, chaired by His Highness the Prime Minister Sheikh Ahmad Al-Abdullah, held its weekly meeting at Bayan Palace and approved a broad package of strategic initiatives and decisions that reflect the country’s forward-looking development agenda.
Central to the discussions was the 2025–2026 annual plan, which includes 141 key projects aligned with the pillars of Kuwait Vision 2035.
The Cabinet reviewed a comprehensive visual presentation on Kuwait Vision 2035, which aspires to transform Kuwait into a regional financial and commercial hub driven by the private sector, innovation, and institutional strength.
The vision rests on five strategic pillars — a knowledge-based economy, a supportive government, sustainable prosperity, an empowered citizen and an international economic zone.
These are underpinned by seven foundational elements such as the effective government administration, creative human capital, high-quality healthcare, a distinguished international standing, a sustainable and diversified economy, a sustainable living environment and advanced infrastructure.
Among the 141 approved projects, the most notable include the Mubarak Al-Kabeer Port, expansion of Kuwait International Airport – Terminal 2; the new Al-Sabah Hospital, South Sabah Al-Ahmad Residential Complex and Phase IV of the Subbiya Electricity and Water Plant, featuring a 900-megawatt gas turbine unit.
These projects aim to modernize the country’s infrastructure, improve public services, and support economic diversification and population needs.
The Cabinet also approved the minutes of the Supreme Committee for the Investigation of Kuwaiti Nationality, including cases of citizenship revocation and restoration.
It particularly, the Cabinet emphasized securing decent living conditions for individuals whose citizenships were revoked under the ‘Distinguished Deeds’ category, in accordance with Article 5, Paragraph (a) of Amiri Decree No. 15 of 1959.
Additionally, the Council approved the final accounts of several independent institutions for fiscal 2024–2025, including the Central Bank of Kuwait, KUNA, the Capital Markets Authority, and others; and the Kuwait Oil Company’s donation to supervise the restoration of Ahmadi Market and Ahmadi Cinema, in coordination with the National Council for Culture, Arts and Letters.
Meanwhile, Minister of Commerce and Industry Khalifa Al-Ajeel, alongside officials from the Public Authority for Industry, presented updates on the multi-purpose service zone (formerly the Shuwaikh Free Zone). The government is currently working to resolve the infrastructure issues and unlock the zone’s economic potential.
The Cabinet also directed the swift implementation of digital transformation in the Ministry of Defense’s healthcare facilities following a presentation by the Medical Services Authority. This aims to improve medical services for military personnel using advanced technology.
The Cabinet also reviewed preparations for the official visit of His Highness the Amir Sheikh Mishal Al-Ahmad to France, accompanied by a high-level delegation including ministers, senior economic officials, and senior advisors.
It also reviewed messages from heads of state of friendly nations focused on strengthening bilateral ties and expanding cooperation across sectors.
