Attendance takes back seat as Kuwait introduces achievement-based employee evaluations

Kuwait moves closer to implementing a new performance evaluation system for government employees, with the Civil Service Bureau (CSB) directing ministries and public institutions to begin activating the electronic “Employee Achievement Record” and documenting the objectives, responsibilities and executive tasks of their organizational units.
The move marks the transition from the approval of the new evaluation framework to its practical implementation, approximately nine months after the system was approved. It is intended to shift the focus of government employee assessments towards actual performance, measurable achievements and professional conduct rather than relying primarily on attendance records.
Under the revised evaluation framework, 70 percent of an employee’s assessment will be based on job duties, achievements and workplace conduct, while the remaining 30 percent will be allocated to attendance records. The revised distribution represents a significant change in the approach to evaluating government employees, placing greater emphasis on productivity, responsibility and the fulfilment of assigned duties.
In a circular addressed to ministries, government departments and public institutions, the CSB instructed government entities to take the necessary steps to activate the system through its electronic platform.
It also called on them to review the relevant user guides, instructions and approved regulations to ensure that the new mechanism is properly understood and consistently implemented.
As part of the initial implementation requirements, government entities have been asked to identify and clearly define the executive objectives and tasks of their respective departments and organizational units in line with their approved mandates, job specializations and responsibilities.
The Bureau stressed that these objectives and tasks must be formally recorded in the electronic system to establish clear lines of responsibility, connect individual and departmental duties with broader institutional objectives, and provide a basis for monitoring progress and measuring actual performance.
Government agencies have also been instructed to direct their concerned departments and specialists to complete the necessary preparations and circulate the implementation guidelines to all relevant organizational units.
The initiative is intended to standardize performance evaluation procedures across government institutions, create a systematic record of work and achievements, and improve institutional efficiency through clear and measurable performance indicators.
By placing greater weight on what employees accomplish rather than simply their presence at the workplace, the new system seeks to establish a more structured approach to accountability and performance measurement across Kuwait’s public sector.
