An appeal to strengthen the foundation of higher education
The Kuwaiti Association of Educational Institutions Administrators called on, Dr. Nader Al-Jalal, Minister of Higher Education and Acting Minister of Education, to address the problems and challenges faced by administrators in the Ministry of Higher Education and its clients.
The association said in a press release that bureaucracy and administrative routine in work procedures led to delays in taking important decisions that serve the interests of work.
As a result, there was an accumulation of a number of important files in the ministry, including the file of “equivalency of academic certificates” for months. This has led to discontent among a number of reviewers, stressing the need to put in place mechanisms and controls to complete this file as quickly as possible, they said.
Furthermore, the association also pointed out that limited financial resources may affect the development of training systems and programmes and the modernisation of the infrastructure of the administrative apparatus in higher education.
They also stressed about the importance of setting a budget to develop the infrastructure of departments and develop administrators, and acquire the skills and training programmes necessary to deal with auditors and complete work in the best possible way.
On a significant note, the association pointed out that lack of training and professional development is a problem faced by employees due to their failure to keep up with developments in the corresponding ministries of higher education. And also in dealing with the problems and to solve them as quickly as possible, stressing the need to hold regular training courses and workshops to improve employees’ skills.
Moreover, the association stressed the need to open doors to attract new employees and setting privileges and rewards to retain qualified national cadres so that the ministry does not become a repellent environment for administrators, especially in light of the competition from the private sector.
It was also emphasized by the association that keeping pace with technological developments in the ministries of higher education in the Gulf, Arab, regional and international countries will contribute to updating work methods and steps that are in line with the changing requirements of the labor market, and increasing the productivity of the ministry.
