Amendments to disability law will ensure rights and social justice: Dr Huwailah
54,000 disability files will be under microscope to verify eligibility for benefits as committees study canceling retirement benefits for caregivers without medical proof

Minister of Social Affairs, Family and Childhood Affairs, Dr. Amthal Al-Huwailah, said the government is committed to consolidating social justice, promoting equal opportunities, and implementing the directives of the political leadership to improve the quality of life for all citizens.
In a statement Dr Al-Huwailah said the concerned authorities are working on comprehensive amendments to Law No. 8 of 2010 concerning the rights of persons with disabilities.
She explained the changes aim to mark a qualitative shift by reinforcing the rights of persons with disabilities and enabling them to lead integrated lives on an equal basis with others.
The Minister noted that a number of recommendations related to the disability system were recently discussed to ensure that benefits reach those who are genuinely eligible.
The anticipated amendments will focus on protecting the rights of persons with special needs, addressing shortcomings, and limiting abuses in medical examination and administrative approval procedures.
Dr Al-Huwailah added that all disability and caregiver files are currently under review to confirm continued eligibility and guarantee that services and financial support reach actual beneficiaries.
She pointed out that the amendments under consideration cover penalties, financial entitlements, grievance mechanisms, community integration, healthcare, education, housing, and other essential areas.
Meanwhile, informed sources told Al-Rai that specialized committees within the Council of Ministers are studying several recommendations, including the cancellation of retirement benefits for caregivers unless supported by an approved medical report.
The sources highlighted that the disability system currently costs around 460 million Kuwaiti dinars annually, with the Public Authority for Persons with Disabilities’ records listing more than 54,000 registered individuals with disabilities.
