
The Technical Committee has referred to the Municipal Council a request to allocate several floors of the Al Hamra Business Tower for the establishment of a world-class hotel. The committee emphasized that a comprehensive study must be submitted to evaluate the proposal.
In its Tuesday meeting, chaired by Munira Al-Amir, the committee also approved a request from the Kuwait Flour Mills and Bakeries Company to expand activities across all its bakery outlets.
Additionally, the committee endorsed a proposal from Municipal Council member Eng. Alia Al Farsi related to the Fourth Master Plan of the State of Kuwait. The executive body of the municipality also referred a separate proposal to develop residential cities and commercial and investment buildings, including a request to add new activities to a site in the Al-Ardiya area (Media Street), pending a detailed study.
Eng. Al Farsi praised the executive branch—especially the Master Plan Department—for supporting her proposal. She also called for an organized awareness campaign to clearly explain the Fourth Master Plan to all relevant stakeholders and the broader public.
She recommended that the campaign be launched immediately following the issuance of the decree approving the Fourth Master Plan and suggested using various tools such as press conferences, releases, seminars, and maps to convey the information.
The proposed awareness campaign will cover the following eight topics:
- Definition and purpose of a state master plan.
- A historical overview of Kuwait’s structural plans (First to Fourth), highlighting key differences.
- The vision of the Fourth Master Plan and its alignment with national development goals.
Core objectives of the plan. - Strategic policies underlying the master plan.
- Regional zoning and land use distribution.
- Expected impact on Bubiyan and Failaka Islands.
- Transportation infrastructure development.
The material will be presented in a simplified format to ensure clarity and effective communication across all sectors.
