Affairs Ministry necessitates ‘excellent’ rating, 180 workdays for bonus eligibility

According to information obtained by Al-Jarida, approximately 3,100 male and female employees of the Ministry of Social Affairs have received annual “excellent” evaluations across all sectors. This figure represents nearly 40 percent of the total employees subject to evaluation, in line with the Civil Service Bureau’s circular on performance evaluation, which includes calculating the total delay periods during the evaluation year.
Sources from the Ministry of Social Affairs have confirmed that two fundamental conditions must be met for the disbursement of the bonus: the employee must receive an annual evaluation of “excellent” and must have completed 180 actual working days without remaining absent.
The sources emphasized that even a single day of absence will disqualify an employee from receiving the bonus. They explained that while all ministry departments have submitted their employees’ evaluations to the “administrative department,” the Social Development and Family Care departments—housing the largest number of ministry employees—are still finalizing their evaluations and are close to completion.
Fingerprint for Attendance and Departure
The sources stated that the concerned department conducts a final review of the evaluations before approving them and entering the data into the Civil Service Bureau’s automated systems. This process determines the employees eligible for the bonus, in accordance with the Bureau’s decision outlining the rules, foundations, procedures, and timelines for performance evaluations.
The decision allocates 70 percent of the evaluation to job performance and 30 percent to attendance and departure verification via fingerprint. The sources emphasized that ministry officials are working diligently to complete the process in time for the excellent work bonuses to be disbursed before Eid Al-Fitr.
The sources indicated that the evaluation process also leads to promotions by selection, which are conducted in accordance with the Civil Service Bureau’s requirements and regulations. This occurs after identifying eligible employees, ensuring the integrity of the procedures followed, and verifying their eligibility, with the entire process being carried out automatically.
1.5 Million Dinars for Rewards
Additionally, the sources revealed that the Ministry of Social Affairs has allocated approximately 1.5 million dinars for the disbursement of excellent work bonuses to eligible employees. This is in addition to the amounts designated for the employees of the former Social Development Office, as the ministry awaits the necessary transfer approval for the allocation.
The sources explained that the value of the excellent work bonus is determined based on job grade and title, with a maximum of 2,000 dinars for assistant undersecretaries, 1,500 dinars for department managers, 1,250 dinars for supervisors, and 1,000 dinars for department heads.
Moreover, the sources added that employees ranked from fourth to first grade receive 800 dinars, those in the sixth and fifth grades receive 600 dinars, while seventh and eighth grades receive 400 dinars, and assistant grades receive 300 dinars. Regarding employees working under the service utilization category, the Civil Service Bureau must be consulted for approval before disbursement.
