China weighs tougher AI, chip export controls to protect strategic technologies

China is considering tougher export restrictions on advanced artificial intelligence (AI) models and semiconductor technologies as Beijing moves to strengthen control over strategic technologies and safeguard its growing AI industry.

According to a Financial Times report, Chinese regulators are consulting leading domestic AI developers and chipmakers on proposals that would tighten overseas access to the country’s most advanced technologies.

The move reflects China’s increasing view that cutting-edge AI has become a strategic national asset, mirroring similar efforts by the United States to protect advanced technologies with national security implications.

The discussions follow an earlier Reuters report that Chinese authorities had held meetings with major technology companies to explore limiting foreign access to the country’s most advanced AI models, including systems that have yet to be released.

Officials from the Ministry of Commerce are reportedly seeking industry feedback on measures that would restrict the transfer of sensitive training data overseas and limit foreign users’ ability to download AI model weights—critical components that determine how AI systems function.

The ministry is also examining possible rules that would prevent overseas semiconductor manufacturers from producing advanced chips based on designs developed by Chinese technology companies, including Huawei, Alibaba and ByteDance.

The proposals could be incorporated into the next revision of China’s catalogue of technologies that are either prohibited or restricted from export. Regulators are currently reviewing feedback from industry stakeholders before making a final decision.
