Housing Minister stresses support for contracting sector and PPP; highlights contractors’ role in Kuwait Vision 2035

Speakers at a major industry forum underscored the need to boost efficiency, reduce disputes, and create an attractive investment environment to position the contracting sector as a pillar of long-term economic growth.

Minister of State for Municipal Affairs and Minister of State for Housing Affairs, Abdul Latif Al-Mishari, affirmed on Wednesday the importance of supporting the contracting sector and strengthening partnerships between the public and private sectors. He noted the sector’s pivotal role in implementing infrastructure, housing, and service projects, as well as its contribution to achieving sustainable development.

His remarks came during the opening of the Kuwait Contractors Union Forum 2026, which brought together specialists and decision-makers to discuss issues related to developing the contracting sector, enhancing its efficiency, and boosting its competitiveness in the Kuwaiti market.

Al-Mishari stated that the contracting sector is a fundamental pillar of urban and economic development. He stressed the need for continued updates to legislation and regulations, greater transparency, and improved performance to balance quality of execution, risk management, and project sustainability.

He also highlighted the commitment to creating an attractive investment environment that accelerates development projects and provides integrated housing solutions in line with Kuwait Vision 2035, under the guidance of the country’s leadership.

He commended the Kuwaiti Contractors Union for organizing the forum, describing it as a platform for dialogue, exchange of expertise, and discussion of best practices in contracts, arbitration, and project management.

He praised the forum’s use of regional and international experiences to support the sector’s development and expressed hope that its recommendations would produce practical outcomes that strengthen the sector’s role in national development.

For his part, Bader Al-Humaidhi, Chairman of the Board of Directors of the Kuwaiti Contractors Union, said the forum reflects the Union’s shift toward strategic discussions on the future of the contracting sector.

He emphasized that improving contractual and regulatory frameworks is essential for raising project quality, reducing disputes, and strengthening trust among all parties involved in the contracting process.

Al-Humaidhi also expressed appreciation for the participation of representatives from local and international unions and praised government agencies for supporting the sector and fostering effective public-private partnerships to serve national development goals.

He acknowledged the support of sponsoring companies, describing it as evidence of the private sector’s commitment to initiatives that advance the contracting field.

He affirmed the Union’s continued role as an active partner in development efforts aimed at raising sector standards and contributing to sustainable development in Kuwait.

The forum was attended by several government officials, international experts, professional associations, and stakeholders in the construction and contracting sector.
