PAM, MOI coordinate to implement new residency law

Director General of the Public Authority for Manpower, Eng. Rabab Al-Osaimi, said coordination is underway with the Ministry of Interior, in line with the political leadership’s vision to establish a well-organized and adaptable labor market linked to updated residency legislation.
She noted that this approach seeks to integrate economic, regulatory, and security frameworks in a way that serves the public interest and advances sustainable development.
Al-Osaimi made the remarks during a coordination meeting between the Authority and the Ministry of Interior to develop work systems and operational mechanisms under the new residency law, reports Al-Anba daily.
The meeting also discussed implementation mechanisms, the development of procedures, and ways to enhance institutional integration in preparation for the next phase, in line with the state’s reform agenda and the needs of the Kuwaiti labor market, while strengthening its stability.
In a related development, the Public Authority for Manpower announced the launch of a new package of electronic services via the “As’hal” portal, aimed at simplifying procedures for companies and reducing time and effort by eliminating the need to visit labor departments.
The new services include issuing a work permit for transfer from the same sponsor under Article 24, renewing a partner’s work permit, transferring a worker to a partner, issuing a work permit to amend status, transferring from an entry visa, and transferring from partner to worker.
The Authority said the move reflects its commitment to digital transformation, improving service efficiency, and supporting a more streamlined and business-friendly labor environment.
