Health Minister approves comprehensive licensing controls for medical professions

Minister of Health Dr. Ahmed Al-Awadhi has issued a ministerial decision approving the general conditions and controls for licensing the practice of medicine and its supporting professions in both the government and private medical sectors.

The move aims to strengthen professional governance, regulate health practices under clear legal and procedural frameworks, and ensure patient safety while maintaining the quality of healthcare services.

The Ministry stated that the decision is grounded in the provisions of Law No. 70 of 2020, which governs the practice of medicine and related professions, as well as the rights of patients and health facilities.

The decision forms part of ongoing regulatory efforts to modernize the health licensing system, unify administrative and technical references, and align with rapid developments in the healthcare sector, balancing professional practice requirements with public interest protection.

The decision establishes a comprehensive regulatory framework for licensing medical, nursing, and auxiliary professions. It is designed to enhance professional performance, ensure compliance with approved standards, and regulate work procedures within both government and private health facilities.

Key provisions include conditions and controls for licensing the practice of medicine, covering the status of Kuwaiti and non-Kuwaiti doctors, the work of visiting, assistant, and substitute physicians, licenses for work outside official hours, and mechanisms for license transfers and renewals.

It also sets out regulations for licensing nursing and related professions, specifying requirements for both Kuwaiti and non-Kuwaiti practitioners. The framework includes rules for professional promotions, the addition of job titles, and procedures for license cancellation when necessary, reinforcing professional discipline and proper implementation across the healthcare sector.
