Municipal Council panel backs key amendments to advertising regulations

The Municipal Council’s Legal and Financial Committee, chaired by member Fahd Al-Abduljader, recommended on Monday the approval of proposed amendments to Kuwait’s advertising regulations.

In a press statement following the meeting, Al-Abduljader said the committee endorsed the draft amendment to Ministerial Resolution No. 599 of 2023, which introduces key improvements aimed at enhancing regulatory clarity and public aesthetics.

The most notable benefits include:

  • Organizing advertising locations to preserve the city’s visual identity and reduce visual pollution.
  • Setting clear standards for advertisement size and type to improve traffic safety.
  • Enhancing oversight and reducing violations through stricter and more transparent licensing procedures.
  • Creating new revenue opportunities for the municipality by better utilizing advertising spaces.
  • Standardizing procedures to ease compliance for investors and companies.

Al-Abduljader noted that the committee rejected Kuwait University’s request for an exemption from Item (7) of Article One of Ministerial Resolution No. 206 of 2009 concerning the medical campus project in Sabah Al-Salem University City, emphasizing the importance of adhering to established regulations.

He added that the committee referred the request to register plots owned by the General Investment Authority in the Al-Egaila area to the executive body for a technical opinion, as part of the steps required to complete procedures in line with approved guidelines.

Al-Abduljader stressed that the committee’s decisions reflect its commitment to transparency, urban development, and strict compliance with laws to safeguard the public interest.

The committee also approved Al-Abduljader’s proposal to adjust the value of certain fees included in the advertising regulations.
