New task force established to enhance Kuwait’s efforts against human trafficking

Attorney General Saad Al-Safaran has issued a decision to establish a specialized task force within the Public Prosecution dedicated to combating human trafficking and migrant smuggling.
The move comes as part of the implementation of the National Strategy for Combating Human Trafficking and Migrant Smuggling, and reflects Kuwait’s commitment to meeting international and regional standards in this field.
The newly formed team represents a step forward in developing the criminal justice system, enhancing the protection of victims, and improving investigative and prosecutorial efficiency in complex trafficking cases, reports Al-Anba daily.
Members of the task force include Assistant Prosecutor Mohammed Al-Shammari, Deputy Director of the Capital Governorate Prosecution for Combating Human Trafficking, Migrant Smuggling, and Financial Markets Crimes; Fahad Nayef Bandar Al-Mutairi from the Technical Office; Barak Jamal Kankouni from the International Cooperation and Human Rights Prosecution; Mubarak Salah Boudi from the Complaints and Reports Examination Office; Abdullah Nawaf Al-Mutairi from the Public Funds Prosecution for Combating Money Laundering and Terrorist Financing; and Abdullah Ahmed Al-Shanfa from the Capital Governorate Prosecution for Combating Human Trafficking and Migrant Smuggling.
The task force has been assigned a wide range of responsibilities under Law No. 91 of 2013. Its mandate includes activating the national referral system for victims within the Public Prosecution and developing unified procedures for identifying and safeguarding potential victims.
The team will also work on refining investigative methods, improving evidence-gathering techniques, and preparing technical guidelines for judicial authorities on crime indicators.
Additional duties involve creating standardized forms for documenting cases and judicial procedures, reviewing ongoing and new cases to identify challenges, and submitting recommendations to address them.
The task force will also develop a comprehensive database of human trafficking and migrant smuggling cases and produce periodic analytical reports for the Attorney General.
On the international front, the team will coordinate responses to observations raised in UN and regional reports and ensure the preparation of required information.
It will also propose and implement specialized training programs for prosecutors and judicial staff, in cooperation with the Kuwait Institute for Judicial and Legal Studies.
The Public Prosecution affirmed that the establishment of this team reflects a broader commitment to strengthening the rule of law, enhancing victim protection mechanisms, and aligning national procedures with Kuwait’s international obligations, particularly as crime patterns continue to evolve.
