The First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef Al-Sabah, affirmed that Kuwait is entering a new and promising phase of development and modernization, supported by bold legislative reforms and accelerated digital transformation.
Speaking to journalists on the sidelines of the Green Urban Development Initiatives Forum, Sheikh Fahad stated, “Kuwait is entering a better phase, God willing. The reality today is different from what it was in the past, as we are experiencing rapid development in all fields with the enactment of a set of new laws.”
Since assuming office, he emphasized that, the Ministry of Interior has sought to strengthen Kuwait’s image as a welcoming and law-abiding nation, saying, “Kuwait welcomes all who wish to visit, provided they respect the laws and the noble character of its people. We have no problem with any nationality as long as everyone adheres to our values and regulations. Everyone is welcome at any time.”
Highlighting Kuwait’s unique climatic advantages, Sheikh Fahad described the period from October 15 to April 15 as an ideal tourism season that distinguishes the country from many of its regional neighbors. He revealed that new measures have been introduced to facilitate entry procedures for visitors, reflecting the nation’s commitment to administrative efficiency and digital transformation.

Sheikh Fahad also announced that he will meet on Wednesday with undersecretaries of interior ministries from the GCC countries to enhance regional cooperation, commending the unwavering support Kuwait’s security agencies receive from His Highness the Amir Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah.
Expressing gratitude to His Highness for approving the new anti-narcotics law, Sheikh Fahad said the legislation — expected to be published in the Kuwait Gazette this week — represents “a true deterrent to drug traffickers and even drug users.”
He stressed that the drug menace is a shared regional challenge, noting, “The issue of drugs is not unique to Kuwait; it threatens the security and stability of all Gulf countries. The region is blessed by God Almighty, but there are those who seek to destroy the younger generation through narcotics.”
Sheikh Fahad emphasized the importance of GCC-wide cooperation and intelligence sharing in combating the narcotics trade. “The sources of drugs are diverse and often originate from distant countries, but thanks to joint Gulf efforts, shipments no longer reach our borders as before. Our security agencies have successfully foiled numerous large-scale smuggling attempts,” he explained.
He further highlighted the vital role of His Highness the Amir’s continuous support, saying, “Thanks to His Highness’s directives and unlimited backing, Kuwait now has a comprehensive radar system covering both land and sea borders, enabling us to intercept vast quantities of narcotics before they enter the country.”
Regarding the upcoming GCC Interior Ministers’ Meeting, Sheikh Fahad noted that each minister will present key topics of discussion, adding, “We have our own agenda, and after the meeting concludes, we will announce the outcomes reached.”
He also addressed the alternative penalties law, confirming that it remains under active study. “If the law is adopted, it will be implemented swiftly. We will examine similar experiences in other GCC states and benefit from them in shaping our own legislation,” he said.
Sheikh Fahad’s remarks reflect a comprehensive vision of security, reform, and progress, underscoring Kuwait’s determination to move confidently toward a safer, more advanced, and more open future.
