718,980 Kuwaitis were covered by social insurance until mid-2025

. . . majority of them from civilian sector, raising number of female beneficiaries

The total number of citizens covered under Kuwait’s social insurance system—both civilian and military—rose to 718,980 by the end of the second quarter of 2025, marking an increase of 3,704 cases compared to the first quarter.

Military personnel accounted for 8.8 percent of the total, according to the latest report issued by the Public Institution for Social Security (PIFSS), reports Al-Rai daily.

The report showed that the most notable growth was among living retirees, whose number reached 203,440 citizens between March and June, representing a rise of around 3,000 compared to the previous quarter.

Military retirees made up 19.6 percent of this total. The number of insured individuals still working amounted to 414,530, while the number of beneficiaries and dependents receiving pensions stood at 101,000.

Civilians and Average Salaries

For insured civilians working for employers in the government, private, or oil sectors, the average insurance salary stood at 726 dinars.

The report detailed that 326,200 civilians are employed in the government sector with an average salary of 629 dinars, while 21,200 are in the oil sector earning an average of 1,473 dinars. In the private sector, 48,180 workers receive an average of 1,054 dinars.

Among self-employed civilians, 18,900 are insured, with an average contribution salary of 658 dinars. Females represent 56.5 percent of all insured civilians.

The report noted a significant shift among self-employed women, with 30 percent now contributing at the 500-dinar level, an increase from lower brackets in previous reports.

Civilian and Military Retirees

The total number of civilian retirees who had been employed across government, oil, and private sectors reached 157,300, receiving an average pension of 1,293 dinars. Government sector retirees receive an average of 1,243 dinars, those from the oil sector 1,868 dinars, and private sector retirees 1,420 dinars.

Among self-employed civilians, 6,067 receive pensions averaging 782 dinars, with male retirees—numbering 1,134—receiving an average of 1,219 dinars.

For military retirees, the total reached 40,020 citizens, with an average pension of 1,697 dinars. The Ministry of Defense accounted for 16,500 retirees with an average of 1,737 dinars, while the Ministry of Interior had 16,700 retirees receiving an average of 1,669 dinars. The National Guard recorded the fewest retirees, totaling 6,701, with an average of 1,667 dinars.

Overall, retirees from all categories totaled 203,440 citizens, of whom 45.2 percent were female, with an overall average pension of 1,358 dinars. The data excluded retirees from the General Fire Force (497 pensioners) and the National Assembly Guard (40 pensioners).

Beneficiaries and Supplementary Insurance

The number of eligible beneficiaries—both civilian and military—who receive pensions totaled 101,000, with an average payment of 476 dinars. The report clarified that this amount reflects the raised minimum pension and aggregation adjustments.

In addition, 359,500 civilians are subject to supplementary insurance with an average insured salary of 643 dinars. The number of living pensioners under supplementary insurance reached 173,800, with an average pension of 313 dinars, while 39,090 beneficiaries received an average of 70 dinars.

New Registrations and Retirements

Between April and June 2025, a total of 5,312 new citizens were registered with the social insurance system—4,622 in the government sector, 55 in the oil sector, and 635 in the private sector.

During the same period, 4,065 new retirement cases were recorded, with women accounting for the majority at 55.7 percent.

The findings underscore the growing participation in Kuwait’s social insurance system, with steady increases in both the insured workforce and retirees—reflecting the expanding scope of social protection for citizens across various sectors.
