Kuwait accelerates legislative modernization plan, targets review of 150 additional laws by 2026

This effort represents a major step in Kuwait’s broader national initiative to modernize the legislative system. The reforms aim to enhance government efficiency, support comprehensive development, and ensure the legal framework keeps pace with the country’s evolving aspirations.

In line with the State of Kuwait’s vision to establish an integrated and forward-looking legislative system, the authorities are advancing a comprehensive plan to review and update existing laws, ensuring they align with the nation’s economic and social transformation.

Minister of Justice Counselor Nasser Al-Sumait has presented to the Cabinet the national plan, highlighting that its primary goal is to modernize 25 percent of the country’s legislation over a 24-month period, according to Al-Rai daily.

The review process follows a structured methodology based on modernization, simplification, and incentive-driven principles to enhance both the effectiveness and flexibility of the legal system.

Of the 983 laws currently in force, the initial target was to review 10 percent within 12 months, equating to 98 laws. However, progress has exceeded expectations, with 181 laws — 18 percent of the total — being reviewed in just eight months.

Building on this achievement, the plan now aims to review an additional 150 laws over the next 15 months, concluding in December 2026. This will be executed at a rate of approximately 10 laws per month, with a strategic focus on social, economic, and criminal legislation.

Key performance indicators have been established to track the progress of the initiative, including the number of laws reviewed in each sector, the number of agreements signed or activated, and the average duration for completing legislative projects.

Minister Al-Sumait emphasized that this effort represents a major step in Kuwait’s broader national initiative to modernize the legislative system. The reforms aim to enhance government efficiency, support comprehensive development, and ensure the legal framework keeps pace with the country’s evolving aspirations.

This initiative underscores Kuwait’s commitment to building a coherent, responsive, and future-ready legal system that can meet the demands of a rapidly transforming society.
