‘Isnad 2 Exercise’ at center of GCC meeting on regional risk preparedness

Brigadier Dr. Rashid Al-Marri, Chairman of the GCC Emergency Management Center, said the 19th meeting of the technical team on regional risk management is a vital step toward strengthening joint Gulf action and unifying efforts to enhance the emergency and crisis response system across GCC countries.
Speaking to Kuwait News Agency (KUNA), Al-Marri explained that the two-day meeting, hosted by Kuwait starting Monday, will focus on several key issues.
Chief among them is the “Isnad 2 Exercise” project, which aims to boost preparedness, improve coordination among relevant authorities, and determine objectives, expected outcomes, and risk scenarios to be simulated.
The meeting will also review the organizational framework of participating teams and outline clear task assignments and mechanisms.
The agenda further includes discussions on the general plan for mutual support and assistance among GCC states in emergencies, the information exchange guide to facilitate swift data flow between authorities, and the final report on “Isnad 1,” with lessons learned to enhance upcoming exercises.
Moreover, the technical team will finalize its 2025–2026 work plan, designed to strengthen Gulf capabilities in addressing a wide range of risks, including nuclear, radiological, chemical, biological, and natural hazards. Al-Marri stressed that this plan will serve as a roadmap for unified regional action in the coming years.
He emphasized that the meeting reflects the GCC’s commitment to collective action in safeguarding national and regional security, protecting Gulf societies, and reinforcing stability.
He also extended his gratitude to Kuwait for hosting and chairing the technical team’s work this year, commending its leading role in supporting Gulf cooperation and advancing regional response mechanisms.
