
The Central Agency for Public Tenders has instructed ministries, public bodies, and government institutions to issue tenders for infrastructure, construction, electrical, and mechanical works not exceeding 2 million dinars exclusively to companies classified under the third and fourth categories.
In a circular, the authority explained that the decision — effective October 1 — is based on the availability of a sufficient number of qualified contractors in these categories, ensuring fair competition, a cornerstone of the Public Tenders Law, reports Al-Rai daily.
The circular stressed the need to specify classification conditions in tender documents. Projects valued at less than 1 million dinars must go to fourth-category firms, while those worth between 1 million and 2 million dinars may be restricted to third and fourth categories, or third only.
