PAM digitizes labor needs assessment with new online service

The Public Authority for Manpower announced the launch of a new digital service called the “Request for Basic Needs Assessment”, which will be available starting Sunday, August 17, 2025, via the Ashel Corporate Services Portal.
This initiative aims to streamline the process for business owners who wish to assess or reassess their labor needs efficiently and conveniently.
The authority emphasized through its official Twitter account that the new online service is designed for employers submitting requests for the first time, re-evaluating existing needs, or updating labor requirements following a change in facility address or business activity.
This move marks a shift away from the traditional paper-based applications, which will no longer be accepted starting Tuesday, August 12, 2025.
To use the service, employers can follow a simple step-by-step procedure: log into the Ashel portal using their corporate credentials, select the “Need Assessment Services” option, choose the appropriate license for the assessment, and provide necessary details such as the reason for the request (first-time application, re-evaluation, address change, or activity change) and the number of workers needed.
After submitting the application, the system automatically verifies the license and application conditions. Employers can then upload any required documents and finalize the request. Once registered, the portal generates a transaction number and allows users to track the status of their application and print official reports for their records.
This digital transformation reflects the authority’s commitment to enhancing the business environment and improving service efficiency by leveraging technology. It also aligns with Kuwait’s broader vision of modernizing government services and supporting the private sector’s growth.
Employers are encouraged to familiarize themselves with the new online procedures to avoid any disruptions and to take advantage of the enhanced transparency and speed offered by the Ashel portal.
