Minister Al-Mutairi unveils strategies to transform media, youth, sports sectors

Minister of Information and Culture and Minister of State for Youth Affairs, Abdulrahman Al-Mutairi, has initiated a series of comprehensive strategies to modernize the ministries and institutions under his leadership.
These reforms reflect the directives of Kuwait’s political leadership and align with the national development goals outlined in the New Kuwait 2035 vision.
Under a newly adopted organizational structure, the Ministry of Information has regained administrative and technical dynamism. A five-year media strategy (2026–2030) is currently in development to respond to digital media shifts, reports Al-Rai daily.
This strategy is built on key principles — transparency, measurable performance indicators, capacity-building for media professionals, and an overhaul of technical infrastructure to position Kuwait as a regional media leader.
Minister Al-Mutairi also confirmed that a new media law — drafted under his direct supervision — has been submitted to the concerned authorities.
The legislation is designed to foster responsible freedom of expression while regulating modern media operations, ensuring alignment with the challenges of today’s digital landscape.
A new national strategy for youth (2025–2030) is in the final stages of preparation. Developed through consultations with young Kuwaitis and international best practices, the strategy focuses on creating an enabling environment for youth, investing in their skills and talents and promoting creativity, initiative, and citizenship.
This is addition to enhancing youth participation in the fields of technology, creative industries, and the knowledge economy.
This strategy will serve as a unified national reference for both public and private sector youth programs, ensuring coordination and efficiency in achieving long-term youth development goals.
Two major projects are being developed under the Public Authority for Youth; Kuwait Technology Entrepreneurship Complex — A center to promote innovation and tech-based entrepreneurship and Kuwait Creative Industries Complex, the first of its kind, developed with the National Council for Culture, Arts and Letters, to support talents in design, media, music, and interactive arts.
The Public Authority for Sports, also overseen by Minister Al-Mutairi, is executing a strategic plan built on three pillars such as hosting regional and international sporting events; strengthening Kuwait’s visibility in global sports
And utilizing and upgrading existing sports infrastructure.
Upcoming events include the Asian Sports Press Association Congress and a revamped Kuwait Sports Day, both aimed at promoting sports as a community and development tool.
Additionally, a new sports law, drafted in coordination with international organizations, is expected to enhance governance, ensure organizational independence, and open the door for private sector involvement in sports development.
Tourism is another sector receiving significant attention. The minister affirmed the state’s commitment to positioning Kuwait as a cultural and environmental destination. This includes efforts to enhance tourism resources and develop a competitive tourism identity supported by both public and private initiatives.
On the cultural front, Minister Al-Mutairi highlighted Kuwait’s participation in Expo Osaka 2025, describing it as a milestone in showcasing national identity and future aspirations. Meanwhile, the upcoming International Book Fair will see participation from 33 countries, a record in its history.
Kuwait is also set to host the 29th GCC Ministers of Culture meeting, coinciding with the Honoring Gulf Creatives event, which will celebrate distinguished cultural and artistic contributors from the Gulf region.
The Sheraa Media Award, initiated by the Ministry, is nearing completion. Designed to encourage excellence and creativity in traditional and digital media, the award has attracted wide participation and seeks to elevate the quality and relevance of media content in Kuwait.
