Decree issued transforming Civil Aviation Directorate into Public Authority

A new Civil Aviation Law has been issued in Kuwait, marking a significant institutional shift by transforming the Directorate-General of Civil Aviation into the Public Authority of Civil Aviation.
Under Article 3 of the Decree-Law, all employees of the former DGCA will be transferred to the new Authority from the date the law came into effect.
These employees will continue to perform their duties under their current terms of employment, including salaries and allowances, until the issuance of new regulations governing personnel affairs at the Authority.
Article 4 mandates that all entities and individuals subject to the law must regularize their legal status within one year from the date the executive regulations are issued.
Article 5 states that the executive regulations for the new Authority must be issued within one year from the effective date of the Decree-Law.
This move aligns with Kuwait’s broader goals of modernizing its aviation sector and enhancing its regulatory frameworks to meet international standards.
