Kuwait blacklists Hezbollah and affiliates, freezes assets

The Committee for the Implementation of Security Council Resolutions under Chapter VII of the United Nations Charter — affiliated with Kuwait’s Ministry of Foreign Affairs — has added two entities and three individuals to its executive sanctions list. The decision includes the freezing of assets and economic resources associated with the listed names.

The sanctioned entities are Lebanon’s Hezbollah organization — whose military wing had previously been listed —and its financial arm, Al-Qard Al-Hassan Association, widely regarded as the group’s unofficial bank.

Notably, Lebanon’s central bank recently banned financial institutions from dealing with Al-Qard Al-Hassan, underscoring the global tightening of financial restrictions on the group.

The committee also sanctioned three individuals holding Lebanese, Tunisian, and Somali nationalities. A circular was sent to all financial institutions and companies in Kuwait to ensure compliance with the updated list.

Ambassador H.E. Hamad Al-Mashaan, Assistant Foreign Minister for Development and International Cooperation, explained that the “Kuwait National List” is part of the country’s compliance with Financial Action Task Force (FATF) recommendations.

He noted that entities such as banks, exchange companies, and real estate firms are connected to an alert system that immediately notifies them of any changes to the list.

He further explained that some individuals on the list are currently imprisoned in Kuwait, while others are abroad. The list is publicly accessible through the Ministry’s website to ensure transparency and prevent inadvertent transactions with sanctioned individuals or groups.
